Sub : prayer to take action in the matter of show cause from additional chief secretary , tetsd , wb , ( memo no. 1/647051/2025 dated 29-05-2025 ) with some invalid and overwritten to govt. order charges , based upon 1 member board report .
Sir ,
It’s to inform you that I am one psc selected principal of govt. Polytechnics , working at this post from 2006 , after my lecturers duty at govt. polytechnics passing psc selection from 1998 .
You please find my duty as lecturer and principal at different polytechnics from THE PRINCIPAL SECRETARIES OF DEPT , the jt. Secretaries , the staff there , district DM ADM and administrative officers and other staff related to vocational training and community development . I have got some prizes for these assigned and self motivated works for development and academic works .
On 2017 , I got suspended without any show cause just after set up of a new college single handed .
Hearings had placed in long years interval as there is no restriction in time interval for government procedure ( like court hearings must be taken place within 3 months etc ) .
2 court hearings were made at jt sec chamber where I was called and to say , and after second hearing , the minister court announced verbally that suspension will be lift up in days . But , immediately then , minister in charge , his IAS principal sec and jt sec are shifted from their post . I got no resolution of the court that time .
In 2025 may , after many years , I got a show cause ( after 2 hearings ) from present depart ACS ( above no. ) , who had forwarded one past resolution same to that of after first hearing , with his comments and adjectives without hearing from me ( all sentences may bring a good defamation case ) . And , I got reference of your office in this show cause letter .
I had sent one answer to that immediately then .
But recently , I found that , they have ignored my answer and processing with the same lie false words from the complaint lodgers without any supporting documents . Via the dealing officer of dtet .
It’s a total conspiracy against me by some departmental staff who are non psc or failed psc or incapable to do their psc post job , and posted at the post where no commission selection required for this department . And , to keep the lagging upon PSC , to make liability of hanging the matter even after my retirement date sept 2026 upon PSC , they have involved psc without requesting to attend at hearings .
They are back supported by some persons who claim as my relatives in public to snatch money and to be my guardian at different matters to damage my life , and has made an attempt to murder attack by engaging hooligans (case no. 173/23 a barackpore court by daksineswwar police) , as I made the court notification against them disowning them .
To get more detailed information about this suspension you please go through the incident , and 3 letters attached as annexures for some underlined information of importance .
I am requesting you to scrutiny the suspension order along with complaints and my answers and to take proper action to give me justice , thanking you ,

Annexure I
Details of the incidents around suspension date
On 2015 , I was posted at mirmadan moanlal govt. polyecnics ( mmgp ) , palssey ,nadia where I was till 2017 only regular academic and administrative staff .
Upto 2017 , there were no residential zone within 20 km from Palassey station , no vehicle convenience for 3 km from station , and govt quarter is 40 km away at Krisnanagar . And no staff quarter or student hostel of the college . I had to pay daily 33oo rs. Car fare From my pocket at initial .
From 2015 april to dec , I was only staff , who got assignment from dept jt secretary to take the students from bpc polytechnic krisnanagar and to set up the polytechnic taking over the building from pwd , krisnanagar . Govt . allowed purchase money but I had no accountant no store keeper no office clerk no gr. D , no computer , no internet . I managed by personal expense to get one computer and internet and many other expenses . On dec 2015, by student agitation , dept. jt, sec appointed some contractual and 2 regular laboratory staff . Regular permanent staff remain I alone . On 2016 april , jt sec provide mmgp some contractual teacher . Regular permanent staff upto 2017 was I alone .
On 2017 Jan , the final accreditation from AICTE came .
I prepared every paper by myself , typing , stamping , treasury deposit , Kolkata offices deposit , .. and all works I had to do by myself as all other was unexperienced .
On 2017 january , aicte members visited mmgp . dtet staff were present there .
AICTE sent the deficiency report and called the principal that’s me at aicte Delhi office in march 2017 .
I took some documents from dtet office and dtet told me to buy flight ticket to be present there . I bought ticket by my expense .
- But , suddenly , on next day , after my duty hours , first by phone and then in sms , that I am not allowed to present at aicte explanation team at Delhi , but some teacher from other some polytechnic will represent mmgp .
The assigned person is probably one genius , he did not get order from dtet nor he himself discuss with me , who sinlgly has set up the college ( and the locality facility with some students ) .
- And , information came from dtet , one teacher from bpc will collect the Xerox copy of aicte file from mmgp office
The bpc teacher , now oic , mmgp was helping the other staff in aicte matter to put their data from the very beginning . On the day of aicte member visit , he was all time present and hepled us to make Xerox , to shuffle , as I was the only staff to answer them . This teacher knew all documents of mmgp .
- as jt sec did not take over the duty to set up the college upto that time , or I was the only person on duty to make mmgp to get the accreditation , and as some documents were due to collect then , I back to Kolkata for some time and mr. pranay saha , bpc teacher , collect some in krisnanagar area .
I , at afternoon reached palassey and got from the security guards that pranay saha received the documents and left on 1-30 pm . As that was Saturday .
After two days holi holidays , on tues day , I got suspension letter , cause – I was not present at mmgp when pranay saha came to collect the documents copy from mmgp office .
As my writings published from publisher officer at delhi , and as I have some personal works with some known person at aicte , and as I was suspend , and as I am one free citizen of india to visit any office any day , and as I am not so rich to take the loss of cancellation of plane ticket , with the confirmed tickets went to Delhi . Also to meet one lady UGC staff who many times phoned me to know about the raging committee I have at mmgp . Program was fixed .
I , at the AICTE reception telling the cause to enter , but suddenly one muscleman type person jump to the reception and started to tell that he has come for mmgp etc . Receptionist astonished by the man and told me to go director for my queries .
As , I was waiting for aicte director’s call someone call me and told me that aicte members for deficiency scrutiny are calling . They met me before hand , so my face and designation was known to me . I present there . This muscle man type man was sitting there , started to interrupt our talk and repeatedly showing that I am suspended and director in charge has sent him for mmgp also . The members requested me to sit there and to support that man about mmgp . But , as aicte deficiencies were from dtet , and as they selected their man , I modestly bye them and went to director’s office and other some officer .
Returning , next day , hand over mmgp charge to bpc oic .

3 charges and answers from me from the charge sheet I got –
Charge no. 1 –
FRAMED . OVER WRITING SUSPENSION ORDER FROM IAS PRINCIPAL SECREARY .
One disobedient , chaos maker at exam , contractual lecturer mmgp and with work experience of 12 months complained that I am not fit for even teachership .
His charge is cancelled by court .
No witness ( students , invigilators , day in charge etc ) were called at hearing .
But , surprisingly , after his false complaint proved , his contract is not cancelled by dtet for wrong false complain lodging against his higher authority , one 19 year working psc selected senior administrator with extraordinary skill knowledge and experience .
And , also dtet as not started dp against the processing officers ( controller of exam , non psc post and present jt secretary , probably non psc ) of this false lie complain found by dp dept and cancelled the charge which was also not through proper channel in time ( added by processing officers after two months of exam ) and not supported by any document evidence nor witness of other teachers .
It’s a criminal case .
Charge no. 2
This is the only charge against me brought by principal secretary then that even after the order from director in charge , I was not present at mmgp .
No witness ( college guards etc ) were called at court .
Probably , principal secretary and dp was wrongly informed that the man whom I would have to attend was the man who will represent mmgp at aicte board at delhi . Probably it was not written in file that saibal mukerjee dic ordered me to stay at mmgp for one who will visit mmgp to take some Xerox copies from mmgp office .
In the order , it was not written that I have leave the matter where it is as it is , rather , it was written to handover all documents .
Probably , dp , forget that I am one high ranking govt. officer , not anyone’s home maid , upon whom govt, has faith to decide the importance of any schedule as per rule .

In this connection , I must inform you that saibal mukerjee dic was not my ordering auothority , and ,
he did not order the lecturer of other college ( not approved by aicte to represent in any mater ) who take the charge to represent mmgp at aicte dehli to visit mmgp and to discuss with me the deficiencies which will be answered by him .
And also , surprisingly , saibal mukerjee dic or department did not inform and not take permission from director aicte that not mmgp principal , they are sending one lecturer from other college .
Though , it was decided before my suspension for unknown cause .
As per aicte rules lecturer representation is completely prohibited .
I , on that day , last day before e date of interrogation , collected the due papers in need from kolkata fire brigade and general insurance agent . And , sent the documents at mail before I reach Palassey from Kolkata so that the bpc lecturer can collect that . And he got those to hand over the genius . if , I did not collect these documents necessary , today I had to bow down , as I myself felt that I have disobey me lord governor of state .
- If it was one special type of copy collection from college office , and , principal have to sign the handover take over forms , dic can inform me that with the unknown forms , and , I was obliged to stay at station .
This saibal mukerjee had a habit to threat me and mislead me by ordering me this and that , though , he was my junior up to my suspension , and he did those even when he was deputy or assistant director .
It is , either his ordacity or he is mental as he has made the complaint .
CHARGE NO . 3
FRAMED . OVERWRITING IAS PRINCIPAL SECRETARY’S ORDER
This charge keeps prove that Saibal mukerjee is one mental . as he made complaint that even after his order I visited aicte .
I visited aicte after I was suspended , and as one Indian citizen I have every right to visit any govt office any day any time .
It’s aicte discretion whether they will allow me or not .
Even that , I gave answer to dp , my program was fixed to meet the director of aicte , other some officer , my writings publisher , and one lady who repeatedly made phone call as she was one staff of ugc ( related aicte process )
- Saibal mukerjee dic has not placed his order to forbid me to visit aicte . I had not received any order stating this .
** And saibal mukerjee dic was not called by dp at any hearings to hear my answer
.
- The lecturer of some other college who take charge to represent mmgp made complaint that he did not got some documents . But submitted no list of those , and at second hearing , he confessed that he did not speak a word for mmgp at aicte , delhi .
No person from aicte was called at hearing , no documents was present also .
