Sir ,
Before defending myself , I am hereby , with your kind permission stating some points given in your above numbered letter as per in your sequence , which are –
On 17-03-2017 , suspension letter was issued .
On 18-10-2017 , chargesheet memo date
On 28-12-2020 inquiry member ( single ) report submitted .

On 29-05-2025 dp authority send me 2nd showcause , with some adjectives about me without supporting documents . Answer send in due time .
On 11-03-2026 dp authority send me revised show cause , with the same non transparent sentences that 1. One dic or even director ( selected without psc exam ) is not entitled to order one psc principal , and 2. 2020 dp authority had not placed any verdict to processing . d authority in memo means dp authority 2025 .
As the 2025 dp authority was not present on 2020 , and as 2020 dp authority resolution is missing on 2025 ,
And as the inquiry report becomes live after only 5 years and as I had faced one incident in 2015 that dtet ddo ( anjan Mukherjee ) then had stopped my pay without secretariat order and by order of hooligans probably ,
And , as your office has no time to go through my answer ,
And as the main complaint lodger and order issue of charges 2 &3 saibal mukerjee was not called at the inquiry , so I hereby requesting you –
To arrange another inquiry with 3 member committee ( one sat , one psc and one dept. Member preferably principal ) with the main complaint lodgers of charge 2 and 3 , and please make verdict as per 2026 inquiry resolution on the spot , without repeating sending of show cause .
As , my retirement is on September 2026 , I may expect one first track process , for both party interest .
And , now , I am stating my defense which I have stated from the first day i.e.
Charge 1 – framed false and fabricated , cancelled by dp member as complaint was processed by controller of exam without invigilator’s ( complaint lodger sabe sadek ) invigilation report of the day . But no dp has been started within these 5 years against those who made complaint and who made processing .
Charge 2 – dic or even director is not my ordering authority . When he thinks so , he himself could suspend and processed dp on 2017 .
In place of informing me to make arrangement so that the documents can be received by bpc lecturer , dic saibal mukerjee ordered me to be present to handover the documents from office almirah to bpc lecturer who was helping mmgp office to make the file from earlier days . Probably , it’s my over expectation from one who unable to perform his psc post duty and sympathetically placed to office duty without any psc promotion exam , to be courteous and dignified to other high ranked officer .
Hon. Governor and aicte had rendered me duty to set up and to take liability of the approval , and as dic mentioned to handover all documents , i had to collect some from Kolkata on that last day. BPC lecturer had left with the complete file even the documents i had sent from kolkata by mail . bpc lecturer told this at inquiry . If dic did not mention all documents , then as like other Saturdays , he found me at my office from 10 am .
The lecturer whom dic replaced with me to attend aicte delhi to clear the deficiency , did not consult with me nor dic ordered him to consult with me .
before this order delivering , within the period 2015-17 , dic saibal mukerjee never made any meeting with me to know the progress or problems of mmgp , nor he met with mmgp students of first batch or hear their grievance at his office . No dtet officer attend the invitation at the seminars and programs organized in this period .
charge no 3 – framed false and fabricated .
i went to aicte delhi after my suspension . Only one mental can raise the question about my presence at aicte office on any day i choose .
No order from dic i got ( though of no use then ) , prohibiting me to enter to aicte delhi .
The lecturer representative of mmgp did not submit the list which he missed in the mmgp aicte file got from bpc lecturer .
The lecturer representative did not submit any document from aicte that i made disturbance there .
The lecturer representative confess at dp court that he gave no defence for mmgp .
The detailed defence is enclosed in annexure 1 .
Though all you know the incident , but , I am eager to tell you from my side which is in annexure 2 .
